Introduction

I wish to express my deepest appreciation and thanks to Engineer Robert Amontcho, the Acting Regional Director of the OTI TVET Region, for engaging me to bring my vast experience to help the OTI TVET Directorate overcome its challenges.

With my ROTARY CLUB background, and as a seasoned social worker, team player, motivator, and someone with a passion for solving problems through critical strategic thinking, SDGs promotion, and a track record of driving positive impact in Ghana since 1997, I am excited to offer my expertise and GOD-given talents to the OTI TVET Regional Directorate and TVET Principals in the OTI Region.

Through our collaboration and partnership, we aim to leverage my expertise and GOD-given talents to drive transformative change and harness experience to achieve sustainable development — ultimately contributing to achieving the United Nations Sustainable Development Goals (SDGs) before 2030 for the OTI Region and humanity.

NARNGO INTRODUCTION

The Network of Associations of Registered NGOs (NARNGO) is a Ghanaian organization leading a Strategic Consortium comprising:

TERMS OF REFERENCE

The OTI TVET Regional Directorate is embarking on aggressive strategic marketing, sensitization, and public education on the TVET concept. Our responsibilities include:

  • Development of Action/Work Plan & Website Development.
    (within 2 weeks) – April 2025

  • Courtesy Calls and Media Engagements (within 4 months) – March – June 2025

  • Official Launching of the OTI TVET Action Plan & Website. (within 6 months)

  • Offering Strategic and Professional Advice on Funds Mobilization

TRACK RECORD  OF MR. KOFI LUCAS

Kofi Lucas was a member of Rotary Club of Koforidua in 1992 and served as Secretary for two terms for the Rotary Club of Koforidua from 1992 -93 and 94. He also serve as Club services Director in 1995 and Membership Director in 1996. He has attended almost all Rotary Conferences and Rotary Presidential Balls in Ghana and West Africa.

Mr. Kofi Lucas was a member Y.M.C.A, Koforidua branch from 1992 -98.

Mr. Kofi Lucas was a member of Amnesty International Koforidua branch from 1991 – 1999

Mr. Kofi Lucas was a regular weekly and monthly participant of FGBMFI Koforidua 1990-2000

Mr. Kofi Lucas is the Founder of Anointed Fellowship Ambassadors (AFA) Foundation Int.

He is the initiator of Associations of Health NGOs in Ghana, Network of Associations of Registered NGOs (NARNGO) in Ghana ,

In 1993-1994, AFA Foundation in collaboration with National Commission on Culture sponsored the NGO’s Cultural Group known as AFA Acrobatic Group to tour the Regional Capitals to educate the public of the importance of JHS and SSS as well as the construction of the National Theatre in Accra and the need to support Government. As the Acrobatic Group were performing, people were donating monies and the Staff of the National Commission on Culture were collecting the donations which went to the National Theatre Coffers. This was AFA Foundation’s contribution to the building of the National Theatre and the successful implementation of JHS in Ghana.

Mr. Kofi Lucas, Founder of AFA Foundation Int.an NGO in December 1996, did organize Regional Public forum on National Reconciliation and Political Tolerance held in Accra on Monday 2nd December 1996 at Novotel Hotel.
The Topic was: Tolerance, Reconciliation and National Stability- Tools for Rapid Development in Nation Building, The Challenges Ahead. The conference auditorium was full to capacity.

Panelists for the Accra Public forum were Rev. Dr. Dan Antwi, Principal of Trinity College-Legon; Mr. James Saybay, President of the Forum for Reconciliation and Democracy; Rev. John Mensah-Acquaye, Principal of Berea Christian Theological College and Mr. Iddrissu Haruna, President of National Union of Ghana Students.

Panalists at the forum called for the establishment of Presidential Reconciliation Commission to help curb the level of intolerance in the country.

The Eastern Regional Public Forum was held on Monday 23rd December 1996 at SSNIT Conference Hall in Koforidua. The conference hall was full to capacity.

The Panalists for the Koforidua forum were Rev. Stephen Appenteng, President of the Koforidua Ministers Followship, Mr. Frank Anderson of the Scripture Union of Ghana, Dr. G. K. Norgbey, the Medical Superintendent of the Koforidua Central Hospital and Mr. S. A. Ofori , Eastern Regional Director of CHRAJ.

The Panalists at the Koforidua forum called for the setting up of a National Reconciliation Commission to go into complaints of politically motivated injustices to promote a stable political atmosphere for Democracy and Development.

The impact of these programmes led to the establishment of National Reconciliation Commission by the J.A. Kufour and his Administration when they took power from JJ Rawlings.

Mr. Kofi Lucas, through AFA Foundation, since 1996 to 2006 championed the need for the Churches in Ghana through seminars, workshops, press conferences, radio talk shows, etc to accept and adopt national health insurance for their members in Ghana. The impact of these sensitization programmes through Press conferences and Radio / FM Stations Talkshows led to the establishment of National Health Insurance policy and Commission by the former President J.A. Kufour and his Administration.

In April 1996 – An All Night Prayer session was organized for workers in the New Juaben Municipality in Koforidua to usher in May Day activities. It was well attended by workers at the Methodist Chapel .

In October 1996 – The AFA Foundation did organize a symposium on investment Promotion in the Eastern Region on the Theme: “Investment Promotion – The role and the challenges of Churches and Christian NGOs in the Eastern Region”.

April 1997 – Another All Night Prayer session was organized at Central Assemblies of God Church for workers in the New Juaben Municipality in Koforidua to usher in May Day activities. It was well attended by workers.

In 1997 – AFA Foundation did organize Press conferences in Koforidua, Accra, Kumasi, Sunyani, Takoradi, and Cape Coast to throw more lights on the AFA Health Insuarance Scheme.

In July 1997 – AFA Foundation did launch a weekly newspaper “ The Anointing Times” at the British Council in Accra a mouthpiece fo children , Teens and the youth in our schools and institutions in Ghana. It was launched by the Deputy Minister for Education.

In October 1997 – AFA Foundation launched a weekly newspaper “ The Christian Business Times” for the Christian Community at the Wangara Hotel in Accra.

In July 1999 – AFA Foundation organized Breakfast and Soiree meetings in Kumasi of the Ashanti Region in Four (4) Churches namely, Methodist, Presbyterian, Catholic, and Pentecost churches the theme was “Health for all by the 2020. The challenges of Health Insurance Schemes”. All the Church leaderships and menbers graced the Breakfast and Soiree meetings.

In September 1999 – AFA Foundation organized a seminar at La Beach Hotel on AFA Health Insuarance Scheme. It was graced by the Minister of Health, Hon. Nuamah Donkor.

In December 1999 – AFA Foundation did organize a Press Conference in Kofoidua to throw more light on its Health Insuarance Scheme.

From January to December 1999 AFA did organize weekly Radio Talk shows every evening over one year on Garden City and Mercury FM Stations in Kumasi on its Health Insurance Scheme concept. The general public was given the opportunity to phone-inn and ask questions for answers.

Luv FM has interviewed AFA Foundation four (4) times on their station, Capital Radio two (2) times, Otec FM four (4) times and Fox FM two (2) times all in Kumasi.

January to December 2000 – AFA Foundation did organize talk shows every evening on Eastern 105.1 FM in Koforidua to educate the public on AFA Health Insuarance on weekly basis.

In August 2000 AFA Foundation did launch a fundraising campaign to raise funds for the late

Cynthia Asamoah of Koforidua Church of Pentecost who has appealed to the Foundation for help through the radio talk show programme. She was to undergo a surgery at the Cardiotheracic Centre at Korle – BU.
The Foundation had to deposit One (1) million old Ghana cedis with Heart Foundation before appealing to the public through our Radio talk show programme for help.

The public’s response was too slow, so AFA decided to organize a fundraising float in the

principal streets in Koforidua. The funds that was raised from t he float was used to pay for her

medical bills at Koforidua Central Hospital before her maker had to call her.

Friday August 31st 2001 – AFA did organize another forum on National Reconciliation on the Theme: “National Reconciliation, Repentance, Forgiveness, Justice, and National Development – The challenges and the way forward” at Koforidua Bible Baptist Chapel just to mention but few.

UNDER THE LEADERSHIP OF THE FOUNDER OF AFA FOUNDATION INT. SEMINARS AND TOPICS WERE ORGANIZED FOR LEADERSHIP OF CHURCHES IN THE EASTERN REGION FROM FEBRUARY–APRIL 1997 IN KOFORIDUA AT SSNIT CONFERENCE HALL.

In 1998, Mr. Kofi Lucas of AFA Foundation Int was part of the Nationwide 50 member team assembled by Ministry of Health / Ghana Health Service to develop National Health Insurance Scheme Manual at Akosombo-Volta Hotel, in the Eastern Region for two weeks. Mr. Kofi Lucas was part of Ashanti Region Team of Five. He was selected by Dr. Appiah-Denkyirah, the Ashanti Regional Director of Ghana Health Service, due to the Health Insurance education positive impact made by Mr. Lucas every evening Radio Talk-show programmes on Garden-City Radio and some FM Stations in Kumasi of the Ashanti Region for over one year in 1998.

Mr. Kofi Lucas, founder of AFA Foundation is a founding member of Ghana Coalition of NGOs in Health in 2000-2001. The Coalition started its monthly meetings at the Ghana Health Service head office in Accra before moving out.

In 2021 AFA Foundation Int organized a successful Fair, dubbed: AFA TRADE FAIR from Monday 2nd April to Monday 16th April 2001 at EREDEC Hotel in Koforidua of the Eastern Region.

  • In 2002, Mr. Lucas was also the initiator of Coalition of Life Preservers made up of 18 bodies (i.e. 7 NADMO Bodies from Greater Accra, Volta, Central, Western, Eastern, Ashanti and Brong Ahafo Regions, New Juaben Traditional Council, Tepa Traditional Council, Bechem Traditional Council, Duayaw Nkwanta Traditional Council, Ghana Pentecostal Council HQs, Pastors and Prophets Fellowship HQs – Accra, Bethel Prophetic Fellowship HQs – Accra, Koforidua Local Council of Churches, Koforidua United Christian Fellowship, Eastern Regional Assemblies of God and AFA Foundation Int).

  • Through the efforts of Mr. Lucas, in 2003 the Coalition submitted a proposal to the Ghana AIDs Commission for funds to educate the public on the dangers of HIV / Aids. The Ghana AIDs Commission made available ¢1.8 billion Ghana Old cedis to the 18 members of the Coalition of Life Preservers to be shared; each received ¢100 million cedis.

  • As NGO Consultant, in 2006 Mr. Lucas developed project proposal for NGOs and Traditional Councils and Areas totally 10 with each getting ¢200,000,000 old Ghana cedis from the Ghana AIDs Commission for HIV / AIDs advocacy programmes.

  • Mr. Lucas is also the initiator of the Network of Associations of Registered NGOs in Ghana and currently the National President of the NARNGO. He developed a proposal for funding and submitted it to Ghana AIDs Commission and the Commission granted Gh¢50,000.00 in 2009 to enable the NARNGO with Churches to educate the public on HIV / AIDs in five districts (Atebubu, Sene, Pru, Nkoranza North and Nkoranza South Districts) of the Brong Ahafo Region

  • He is an NGO Advisor/ Consultant. He has mobilized financial and material resources for over forty (40) NGOs, Governmental organizations, Para-Churches (i.e. Ghana Pentecostal Council HQs in Accra and Traditional Councils.

  • A Strategic development plan sensitization seminar was organized for Ashanti Region Assemblies of God Pastors and their Wives at Grace Assemblies of God, Kwadaso on 05 /03 / 2010 where Mr. Lucas was the Guest Speaker.

  • In 2010, Nine Districts workshops on strategic development plan were organized for Assemblies of God Pastors and Departmental Church Leaders by the Ashanti Regional Assemblies of God office from 20th July to 30th July 2010 and the Guest Speaker was Mr. Lucas.

  • In 2010, similar workshops on strategic development plan were organized for Assemblies of God Pastors and Departmental Leaders by the Brong Ahafo Regional Assemblies of God office for Five Districts from 16th August to 21st August 2010 and the Guest Speaker was Mr. Lucas

  • On Friday 18/11/2011, a strategic development planning sensitization seminar was organized for Greater Accra Regional Assemblies of God Pastors and their Wives at Evangel Assemblies of God, Adabraka and Mr. Lucas was the Guest Speaker.

  • In 2011, similar workshops on strategic development plan were organized for Assemblies of God Pastors and Departmental Church Leaders by the Greater Regional Assemblies of God office for Fourteen Districts from 14/ 12 / 2011 to 18 / 02 / 2012 and the Guest Speaker was Mr. Lucas

  • In 2012, He was the Project Strategist and Consultant for the Community Policing Unit (CPU) of the Police Administration where he helped raised Gh¢100,000.00 to enable CPU organize national launch at the State House and four conferences the same year 2012.

  • In 2012, Mr Kofi Lucas was the programme coordinator and strategist for the 2012 general elections in Ghana for the training of 16,000 security agencies nationwide to ensure peace before, during and after the elections which was funded by the British High Commission / UK aid in Ghana.

  • 7th May, 2013 the Inspector-General of Police (IGP) directed the DG-Administration to form a Police Technical Committee to meet the delegation (Mr. Lucas and his team) from the NARNGO / NETWORK OF NGOs / NARNGO, listen to them ask questions and advice the Police Administration on the way forward. Mr. Kofi Lucas made a PowerPoint presentation to Police Technical Committee at the Conference Hall, fifth floor, Police Headquarters in relation to raising funds to review and develop the Strategic Plan of the Ghana Police and its implementation

  • In November 2014, a PowerPoint presentation made by Mr. Kofi Lucas, representing NARNGO / Network of NGOs at the headquarters of Ghana Prisons Service (GPS) conference hall, of a proposed Ghana Prisons Service Agricultural Expansion Project nationwide

  • In 2015, Mr. Kofi Lucas got funding of fifty thousand Ghana cedis (GH¢50,000.00) from Dizengoff Ghana Ltd to conduct a feasibility tour to the Prisons regional farms ; the trip to six (6) regions which was made up of: Two Senior Officers from Ghana Prisons Service Headquarters as leaders ; Mr. Kofi Lucas representing NARNGO & The General Manager – Agric Division from Dizengoff Ghana as the Technical advisor.

  • The purpose of the feasibility tour was to ascertain the technical, monetary and physical viability of the proposed Ghana Prisons Service Agricultural Expansion Project nationwide before signing the MOU with the NARNGO / Network of NGOs. Just to mention but few.
